Japanese Experts Discuss Improvement of Cambodia’s Railway Network

In Phnom Penh, senior officials from Cambodia's Ministry of Public Works and Transport (MPWT) convened with experts from the Japan International Cooperation Agency (JICA) to discuss preliminary findings from a study on investment needs for the country's railway sector. The meeting, led by H.E. Koy Sodany, Secretary of State and Permanent Secretary of MPWT, included ministry leaders, technical officials, and JICA experts participating both in person and via video conference.

Focus Areas of the Study

The collaborative study aims to assess and propose enhancements to Cambodia's railway transport system. Key areas under consideration include:

  • Modernization of Equipment and Infrastructure: Upgrading existing railway assets to improve efficiency and safety.

  • Bridge and Culvert Repairs: Addressing structural issues to ensure the reliability of railway routes.

  • Installation of Safety-Enhancing Tools: Implementing advanced technologies to bolster operational safety.

  • Development of a Signaling System: Establishing a modern signaling framework to enhance train coordination.

  • Public Education Initiatives: Raising awareness among communities residing along railway lines about safety practices.

  • Strengthened Measures to Prevent Accidents: Implementing strategies to mitigate risks and enhance overall safety.

Historical Context and Ongoing Efforts

Cambodia's railway network, comprising approximately 612 kilometers of metre-gauge track, has undergone various phases of rehabilitation since the early 2010s. Efforts have focused on restoring the northern line (Phnom Penh to Poipet) and the southern line (Phnom Penh to Sihanoukville). Challenges such as resettlement issues, cost overruns, and construction quality have impacted progress. Between 2008 and 2013, Cambodia received loans totaling $137.42 million for railway rehabilitation, with an additional $77.42 million invested between 2015 and 2018. The current collaboration with JICA builds upon these efforts, aiming to further modernize the railway system and align it with regional connectivity goals. This includes potential integration with neighboring countries' rail networks to facilitate trade and mobility.

Future Prospects

The outcomes of the study and subsequent discussions are expected to inform strategic decisions on infrastructure investments and policy reforms. By addressing technical, operational, and community-related aspects, the collaboration seeks to establish a more efficient and safer railway system in Cambodia.

Continued engagement between Cambodian authorities and Japanese experts will be crucial in translating these plans into actionable projects, contributing to the country's broader development objectives.
